Останні два десятиліття 20-го століття стали свідками змін у соціальному, політичному та економічному житті. Технологічний прогрес призвів до глобалізації торгівлі та фінансових ринків. На початку 90-х років значна кількість ринків, що розвиваються, почали розвивати фінансові галузі. Деякі центральноєвропейські країни з перехідною економікою, такі як Угорщина та Чеська Республіка, вже досягли позитивних результатів у створенні фінансових установ. Однак є й такі країни, як Україна, де розвиток фінансових установ відбувається повільно. Однією з переваг фінансової галузі, що розвивається на глобальному фінансовому ринку, є більша кількість шансів отримати технічну та фінансову допомогу. Однак недоліком є постійна необхідність захищати галузь, що розвивається, від можливих зловживань та неправомірних дій. Саме тому безпечне бізнес-середовище, створене державою, є зеленим світлом для позитивного результату реформ Питання полягає в тому, чи буде офіційна відданість реформуванню системи "позитивною" або "достатньо суттєвою", щоб забезпечити певний позитивний результат і закласти фундамент для надійних фінансових інституцій. Яку роль відіграють традиції та загальна культура у реформуванні держави та фінансового сектору зокрема? Наскільки важливо знати рівень корупції всередині системи? Відповіді на ці питання мають тенденцію бути суб'єктивними. Крім того, питання та відповіді на них можуть бути безглуздими, якщо їх відірвати від соціального та політичного контексту. |
